Allow the SPENDABLE BALANCE to DECREASE as Grant Requests are SUBMITTED
Fundholders would NOT overspend their Spendable Balance. Kind of crucial :). AND based on our experience, this is how DC used to operate until rather recently.

This would cause a data discrepancy between FIMS and DonorCentral. If the spending balance in DC was immediately reduced for a submitted suggestion that was not approved, this may not match what the ATS codes are configured in FIMS and thus would not match the FIMS fund record.
Adding this feature would cause confusion as to what the the correct ATS would be for a fund.
