When creating scholarship applications, the application is connected to a Scholarship Fund. The app will not process correctly if the Academic Year budget settings are not set to DFLT even though you have the option to create the current year's budget. This setting has no funtion and creates havoc in the process. Do not make this setting a function of the application creation/submission process.
