DES Grant Recipient % are rounded to the whole number
In a DES Grant record, the Recipient Tile rounds the values to whole numbers, thereby masking the actual percentage by recipient value when the % has decimal places.

We have this issue as well - if I want 7.69 percent for 13 recipients, I do not want 8%. GE Classic handles this issue by using 3 decimal points for the calculation.
